# Dateinamenskonventionen in BW

In Baden-Württemberg wurde die Dateinamenskonvention, zur Normierung für Dateinamen, besonders für bautechnische Unterlagen (Plandateien) entwickelt.

Werden bautechnische Unterlagen mit dem Namenschema entsprechend der Dateinamenskonvention hochgeladen, erspart sich der User die Eingabe, der für den Plan notwendigen Dateiattribute in ELBA. Diese werden aus dem Dateinamen ausgelesen und angezeigt. Es kann auch der original Dateiname beibehalten werden, die Attribute sind in ELBA entsprechend einzutragen. Dieses Schema wird auch in den Downloadnamen übertragen.

Werden die geprüften Unterlagen durch den Prüfingenieur hochgeladen, kann das Prüfergebnis im Dateinamen ergänzt werden, um die Zuordnung automatisch erfolgen zu lassen.

#### ⚠️ Gelbes Ausrufezeichen – was tun?

Sind nicht alle Daten des Nachweiserstellers aus seinem ELBA-Profil oder seiner Organisation vorhanden, müssen diese vom **Prüfingenieur direkt in der Projektabgabe nachgepflegt werden**.

Klicken Sie dazu auf das **Stift-Symbol ✏️** neben dem betroffenen Nachweisersteller und ergänzen Sie die fehlenden Angaben. Erst wenn alle Uploader ein grünes Häkchen ✅ zeigen, kann die Abgabe abgeschlossen werden.

# Beauftragungen über XBAU (Nachricht 0500)

Im Zuge der fortschreitenden Digitalisierung im Bauwesen wird der medienbruchfreie Austausch von Informationen zwischen den beteiligten Stellen immer relevanter – insbesondere im Kontext von Genehmigungs- und Prüfprozessen.

Der hier beschriebene Workflow behandelt die digitale Beauftragung eines Prüfingenieurs sowie den strukturierten Nachrichtenaustausch zwischen der digitalen Vorgangsverwaltung für Baugenehmigungsverfahren in VIBA und der elektronischen bautechnischen Prüfakte (ELBA).

- **Wird eine Beauftragung über XBAU an einen Prüfingenieur ausgelöst, erhält dieser zusätzlich zu seiner tägl. Statusnachricht eine Statusnachricht über eingegangene XBAU Nachrichten. Diese hat den Betreff "XBAU- Nachrichten eingegangen" und stellt sich wie folgt dar:**

Mit "Bestätigen", wird die Bauaufsichtsbehörde über die XBAU-Schnittstelle (0501) über diesen Vorgang informiert. U.s. Abfrage muss ein weiteres mal bestätigt werden. Danach erhält die BVS eine Projektmeldung um den Prüfauftrag zu erfassen. Nach Erfassung durch die BVS wird der Prüfauftrag zu ELBA übertragen und dem Prüfer in seiner Projektliste angezeigt

# Beauftragungen über XBAU, versenden von Prüfberichten (0506)

Die Übermittlung von Prüfberichten an die zuständige Behörde über den XBau-Nachrichtentyp 0506 ist vorgesehen, um den gesetzlich vorgeschriebenen Nachweis- und Dokumentationspflichten im Bauwesen effizient und einheitlich nachzukommen. Damit diese Berichte nicht in unterschiedlichen Formaten, per Post oder E-Mail eingehen und dort manuell erfasst werden müssen, bietet XBau 0506 eine standardisierte, strukturierte Form der elektronischen Übermittlung. Die darin enthaltenen Metadaten, wie Angaben zu Prüfer, Datum, Bauvorhaben und Art der Prüfung, ermöglichen eine automatisierte Verarbeitung in den Fachverfahren der Behörde und sorgen für eine lückenlose Nachvollziehbarkeit. Durch den Verzicht auf medienbruchbehaftete Wege werden Fehlerquellen reduziert, Bearbeitungszeiten verkürzt und der Informationsfluss zwischen Prüfer, Bauherr und Behörde beschleunigt, was insgesamt zu einem reibungsloseren und transparenteren Bauverfahren führt.

**In ELBA wurde unter der Detailansicht für Prüfberichte ein zusätzlicher Reiter "Prüfergebnis" implementiert, in diesem lassen sich Prüfbericht und verknüpfte Unterlagen per XBAU an die Bauaufsichtsbehörde senden.**

**In der Gesamtansicht lassen sich die nach XBAU definierten Parameter, über die Erfassungsmaske eintragen. Diese ist wie folgt aufgebaut:**

1. <span style="text-decoration: underline;"><span style="color: rgb(0, 0, 0); text-decoration: underline;">Prüfergebnis</span>:</span> Angabe, ob die Bauvorlagen den Angaben entsprechen (ja/nein) und Erläuterung zu den Methoden und Ergebnissen
2. <span style="text-decoration: underline;">Abweichungen (optional):</span> Festlegung der "Art der Abweichung" (zugelassen / nicht zugelassen), optionale Felder zu Begründung und Nebenbestimmung
3. <span style="text-decoration: underline;">Nebenbestimmungen (optional):</span> Die „Art der erlassenen Nebenbestimmung“ (z. B. Auflage, Bedingung, Befristung) wird definiert. Es kann als "Rechtsbereich" eine Auswahl aus der vordefinierten XBAU Codeliste getroffen werden
4. <span style="text-decoration: underline;">Überprüfen und Senden:</span> versendet die Angaben und Dokumente (Prüfbericht und zugeordnete bautechn. Unterlagen) über XBAU an die Bauaufsichtsbehörde

# Notification Service

In ELBA wird in folgenden Fällen eine E-Mailbenachrichtigung zum Upload an die beteiligten ausgelöst:

**Tägliche Statusnachricht**

Über die tägl. Statusnachricht wird jeder ELBA-Nutzer automatisch über getätigte Uploads in seinen Projekten am Folgetag per E-Mail informiert. Über die Organisationseinstellungen lässt sich über die Rechteeinstellungen die Weitergabe an weitere Mitarbeiter regulieren.

Die tägliche Statusnachricht ist an die Leserechte der jeweiligen Projektrolle gebunden und wird immer dann erzeugt, wenn eine Unterlage hochgeladen wurde, die für den Nutzer sichtbar ist.

**Direktbenachrichtigung beim Upload**

Die in der Uploadmaske zu erstellende "Direktbenachrichtigung" bildet die einzige Ausnahme. Diese Benachrichtigung löst nach dem Upload eine E-Mail und eine ELBA-Nachricht an die ausgewählten Empfänger aus. Im ELBA-Nachrichtensystem des Empfängers lassen sich die Unterlagen dann auch aus dieser Nachricht herunterladen.
